  1. So for an entire year a child sexual abuse offender – a person whose conduct creates lasting harm, however resilient a child may be, and however the child may grow to live a life of joy despite the abuse legacy (and so many cannot and do not, being driven to self-harm through drugs, drink, and other self-damaging results) – was able to present himself as a recipient of an Award from the State of Victoria. This means the State of Victoria gave him a status which enhanced his profile and publicly pronounced on his status as worthy. This is truly shocking and any child who was subject to any untoward conduct by this man should be able to take action against the Victorian government for effectively collaborating in any such conduct, should he have so engaged. The Victorian government is beyond a plea of ‘administrative error’ in this – a lame excuse and indicative of something extraordinarily wrong in Victorian government governance.
