The major issues I see are:
commodification of babies and women
potential pre selection for male babies implying either selective abortion or only using male foetuses.
use of surrogat mothers in third world countries or poorer easter European countries
control of surrogets pregnancies to ensure ‘best quality babies’ (I have read of basically house arrest for 9 months to ensure this)
Single men excercising their ‘right’ to have babies, or basically anyone who has the money and wants to ‘buy’ a baby.
The dangers of unintended consequences, in my opinion, is greater than any gain from surrogacy.
